This problem is caused by an issue with Internet Explorer. To resolve this issue, follow these steps:
Open Internet Explorer.
From the Tools menu, select Internet Options and then click on the Advanced tab.
Scroll down the list of options until you reach the Security category. UNCHECK the box for Check for server certificate revocation.
Click OK to save the changes. Close Internet Explorer. Restart your computer.
After your computer restarts, try to login again.
